The agreement also provides for Spanish companies to be responsible for the construction and development of new facilities in Morocco.
Therefore, one of two things must be true: either Sánchez has sold Ceuta in exchange for these results, or Spain’s opponents (the British, but more likely the Americans), by triggering the difficult-to-resolve crisis over Ceuta, want to prevent Spanish companies from establishing themselves in Africa and intend to replace them. Moreover, the development of an energy hub between Spain and Morocco does not serve American interests.
